EN 17235 Harmonised: a new chapter for permanent anchor device testing

On 9 February 2026, EN 17235 – the European test standard for permanently installed anchor devices used in horizontal construction applications – was officially harmonised. An 18-month transition period now applies, after which, manufacturers across the UK and Europe will be required to test applicable products to EN 17235 in order to issue a Declaration of Performance and apply CE marking.

Moving beyond component testing

For the construction and fall protection sectors, this is a significant development. One of the defining features of EN 17235 is its whole-system approach. Rather than assessing an anchor device in isolation, the standard requires testing of the complete installed assembly – including the anchor device, its fixings and the base material (substrate) to which it is attached.

This reflects the reality of how permanent anchor devices perform in practice. The strength and reliability of a system depend not only on the anchor itself, but also on how it interacts with the structure beneath it. By formalising this methodology, EN 17235 introduces greater rigour and consistency into permanent anchor testing. The harmonisation of the standard is expected to improve safety levels industry-wide by requiring robust, consistent testing across the built environment and reducing the risk of inadequately tested products being installed on projects.

What this means for you

For designers, specifiers, contractors and building owners, EN 17235 provides a clear benchmark for compliance. As the transition period progresses, it will become increasingly important to confirm that permanent anchor devices have been tested in line with the new harmonised requirements.

For manufacturers, the standard creates a more level playing field. Consistent testing requirements help make sure that products are assessed against the same criteria, strengthening transparency and confidence across the supply chain.

MSA’s ongoing commitment to system-level testing

MSA’s development approach already reflects many of the principles now set out in EN 17235. For instance, MSA’s Constant Force Post range has long been tested as a complete system, looking not just at the anchor device itself, but also its fixings and the substrate it’s installed into. That mirrors the standard’s focus on assessing products in realistic installation conditions, helping give a clearer picture of how they’ll perform in practice.

MSA is now progressing a programme to test both new and existing products directly to EN 17235, with its next-generation Constant Force Post among the first scheduled. MSA has historically carried out equivalent testing through the German DIBt approval process, whose methodology aligns closely with EN 17235 requirements, meaning many of its established testing practices are already consistent with the new framework.

Looking ahead

EN 17235 represents more than a regulatory update. It formalises best practice, reinforces system accountability and supports greater confidence in permanently installed fall protection systems.

As the 18-month transition period continues, now is the time to review specifications, understand compliance timelines and make sure there is alignment with the new framework. By doing so, the industry can take a clear step forward in improving safety performance and confirming that permanent anchor systems deliver the protection workers rely on every day.
